Sound Fixes Pack v 18.1 for Ats and Ets2

New version 18.1
– Finalized interior_sound_volume to 27%.
– Reworked asphalt tire sounds with finetuned volumes and sounds.
– Removed tire sounds on asphalt at slow speeds (permanent removal/changes to be decided in next version).
– Removed seat sounds and air suspension sounds (permanent removal/changes to be decided in next version).
– Lowered volume of stick sound of retarder.

Version 1.8

-Rolling over to v18.0 for 2018.
-Testing new interior_sound_volume of 20% for external environment/traffic sounds heard from cabin (quieter).

Note: Testing v18.1 on ETS2 Steam Workshop.

If this version is good I will be uploading the non-Steam download.
